The Sapporo Community Plaza (SCP) houses three facilities: the Sapporo Cultural Arts Theater hitaru, which provides opportunities to enjoy superb domestic and international performing arts and other productions; the Sapporo Cultural Arts Community Center SCARTS, which is dedicated to supporting and advancing cultural and artistic activities in the city; and the Sapporo Municipal Library and Information Center, which is a “solution-oriented” downtown library aimed at providing information about work and everyday life.

The primary aim of the SCP is to provide a forum for extensive exchanges by serving as a center for various cultural and artistic activities and providing support for citizens to resolve issues with work and day-to-day living. The many synergies that will arise from the combination of these three facilities are expected to provide numerous opportunities for exchanges, thereby fostering new ideas and interpersonal connections.
Another aim of the SCP is to contribute to the Creative City Sapporo initiative1) by involving the three facilities in endeavors that offer inviting opportunities for residents to experience art and culture and to enjoy exchanges while the SCP creates vibrancy in Sosei Sanku (Sosei 1.1.1-ku)2), where the facilities are located.

1) This initiative presents a new vision for urban planning in Sapporo, a vision for the creation of a city where the wisdom of residents, along with domestic and international exchanges, cultivates new industry and culture and generates new information and things.

2) This is a collective name for three districts where a redevelopment project is under way by the City of Sapporo: the districts of Odori Higashi 1-chome, Odori Nishi 1-chome, and Kita 1-jo Nishi 1-chome. The name was chosen from proposals made by the public. The term sosei (“new century”) is a homophone for a Japanese term that means “creation” and that expresses hopes for the creation of a new Sapporo toward the coming century. The term “1.1.1” in “1.1.1-ku” or “Sanku” represents the three “1-chome” districts, san being Japanese for “three.”

The Sapporo City Basic Plan for the Promotion of Culture and Art is formulated.
June 2009
The Art Center Study Committee (provisional name) is established. (It operates until March 2011.)
December 2009
The Expert Committee for the Study of Citizen Community Complex Halls (provisional name) is established. (It operates until March 2010.)
January 2012
The Second Sapporo City Library Vision is developed.
May 2013
The Basic Plan for the Development of the Citizen Community Complex (provisional name) is formulated.
October 2013
The Citizen Community Complex Study Panel (provisional name) is established. (It operates until September 2014.)
August 2014
The Advisory Group on Ideal Libraries in Central Sapporo is established.
January 2015
Construction of Citizen Community Complex facilities starts.
March 2015
The Basic Plan for Citizen Community Complex Management and Operation (provisional name) is formulated.
July 2015
The plaza and its facilities are formally named the Sapporo Community Plaza, the Sapporo Cultural Arts Theater, the Sapporo Cultural Arts Community Center, and the Sapporo Municipal Library and Information Center.
October 2016
An announcement is made soliciting priority applications for use of the Sapporo Cultural Arts Theater.
December 2016
An announcement is made that the North 1 West 1 district, which includes the Sapporo Community Plaza, is to be named the Sapporo Sosei Square.
September 2017
An announcement is made soliciting applications for use of the Sapporo Cultural Arts Theater and the Sapporo Cultural Arts Community Center.
October 2017
An announcement is made on the nickname for the Sapporo Cultural Arts Theater, the abbreviation for the Sapporo Cultural Arts Community Center, and the logo for the Sapporo Community Plaza.
February 2018
A membership system for the Sapporo Community Plaza is established, and the opening of membership applications is announced.
May 2018
Construction of the Sapporo Community Plaza facilities is completed.
October 2018
The Sapporo Community Plaza opens.
